Current Status of Property Tax Legislation
At present there are no laws in our statute books empowering the state to demand and collect property taxes except Act No.17 of 2009 that amended the Valuation of Land Act and Act No.18 of 1969 (The Valuation of Land Act). Those other pre-2010 laws have been repealed by the passing and promulgation of Act 18 of 2009. The Laws repealed at the end of 2009 were:

The heart and soul, indeed the single most important determining factor in the calculation of the quantum of property taxation for each property is the year in which the requisite rental value -driven valuation was completed and applied. Finance Minister Larry Howai alluded to the fact that by the time residential properties are brought to book again by 2017 the relevant requisite up-to-date valuations will have been completed.

Warner chose the maximum advantage-minimum cost political strategy to enhance and repair his damaged post-FIFA image and to restore the political status quo ante- the Palmiste debacle.
All that he is alleged to have committed and not proven took place outside of the jurisdiction of T&T within the largessse of the FIFA culture of gift-giving. He did not steal from the people of T&T. The four legal opinions have discredited the Simmons Report as being legally and procedurally flawed and therefore worthless.

On the occasion of the 168th anniversary of the commemoration of the arrival of the East Indian community to Trinidad may I focus on the post-arrival vindication and justification of the system of Indus Valley customs and values. This tried and tested system has underpinned, dominated and pervaded the modus operandi of the East Indians and has been responsible for the degree of fulfilling lives and good law-abiding citizenry that they have conducted in T&T in spite of the adversarial conditions and hostile and negative environmental and social conditions that they had to overcome to gain acceptance to their culturally persistent way of life.

If Tobago were to be accorded full and effective internal self-governance in the current climate, it is mandatory that boundaries separating the domestic jurisdiction of both islands have to be established to demarcate the maritime limits of the reach of their respective law –creating capacity to avoid over-lapping or concurrent jurisdiction and reduce potential conflict.

Current proposals originating both in POS (The Green Paper) and Scarborough (The Draft Bill of the THA) now in the public domain and geared to accord a higher level of self-governance to Tobagonians must not result in another façade Legislature exercising political and administrative autonomy merely to achieve peace, order and good governance in the sister-isle. There must be fundamental changes both in structure and substance. Tobago must be treated with dignity, the inalienable right of its people to self-determination respected and their ownership or sovereign rights over adjacent maritime resources to be exploited for the welfare of its people recognized and legitimized.

Ralph Maraj’s advice to the PNM is simplistic, cosmetic and fundamentally off the radar. He deludes himself into believing that the deeply embedded and fossilized, original, organizationally-driven culture of ethno-nationalism and secrecy can be easily changed when in fact the electorate has grown fed up and disenchanted of PNM’s several public relations reincarnations. The demographics have changed but the PNM remains insensitive to this political reality. It will not re-brand itself to pander to the new cosmopolitanism.
