Tobago’s Claims over Its Maritime Resources

Stephen KangalCurrent proposals that are now in the public domain by way of the Bill No 5 0f 2018 geared to accord a higher level of self -governance to Tobagonians will create another façade Legislature like that of its predecessor exercising political and administrative autonomy merely to achieve peace, order and good governance. Tobago must be treated with dignity and their ownership or sovereign rights over adjacent maritime resources (living and non-living) to be exploited for the welfare of its people must be recognized and legitimized. This is the age of Nationalism.

Stephen KangalWhile being a student of Geography at Hillview College in 1959 I was taught by Mr Trevor Spenser that a sedimentary rock is a conglomerate of layers of alluvial deposits. This lesson flashed upon my inward eye when I studied the draft provisions of the current Bill 5 of 2018 that is geared to confer the long-awaited advanced state of internal self- governance to the 40,000 people living within 116 square miles of mountainous terrain but also enjoying unrestricted mobility including residence in Trinidad.

Stephen KangalToday Friday 16 February 2018 I made my third visit for this week to the fabulous and awesome natural ambience of St Augustine Nurseries located West of Southern Main and Farm Roads in Curepe.

I have agonized at the potential and real destruction and bull-dozing of the beautiful natural and plant assets domiciled here for over one hundred years in this part of our landed patrimony that was in fact a workshop of nature generating flowers and food to all who visited.

Dr. Selwyn R. CudjoeLast week I argued that there was something disingenuous about the suggestions put forward by Sat Maraj, Stephen Kangal and the UNC about sending money to Dominicans but making sure they did not enter our country. The UNC declaimed that none of its members said anything negative about the Prime Minister’s plan to bring Dominicans to T&T, but none of them had said anything positive about the plan, not even Rodney Charles or Wade Mark.

Dr. Selwyn R. CudjoeLike the Prime Minister, I want to tell the naysayers against his proposal to house our Dominican brothers and sisters to shut up but for different reasons. I couldn’t see how decent men could speak of our neighbors as though they were aliens (“refugees”) who have no place in our land.

Dominicans ain’t no now come. They have participated in the making of this society. In 1814 there were 25,717 enslaved Africans in the island. Between 1813 and 1821 Trinidad received 3,800 enslaved Africans “of whom nearly 1,100 came from Dominica and nearly 1,200 from Grenada” (Eric Williams, History of the People of Trinidad and Tobago).

We must abandon our traditional tribal loyalties/ political moorings and arrest the frequency with which The Honourable Prime Minister, Dr Keith Rowley has been bringing T&T’s democracy and governance into odium and disrepute in the eyes of all of us and those watching us from the outside.

Stephen KangalThis unilateral decision taken by PM Rowley that is inconsistent with our Immigration Act to open our ports and country to an unregulated influx of Hurricane Maria refugees from Dominica will have the effect of decimating and draining the much-needed current human resource capital of Dominica. There are only 76,000 people there.

Stephen KangalMinister of Finance Colm Imbert is bent on foisting another layer of ministerial-imposed, badly- conceptualised tax bureaucracy on the hapless and besieged expansive property – owning class of Trinbago by his most recent concoction of a new land- tax regime to temporarily replace the still-legally admissible 2009 Property Tax Act. This Tax Regime has been the Achilles Heel of the PNM in that they bungled its implementation since Proclamation on 31st December 2009.
